Regionalizing East Mediterranean Gas: Energy Security, Stability, and the U.S. Role

The East Mediterranean has been witnessing an unparalleled natural resource boom since the late-2000s, when Israel, followed by Cyprus, made its first significant offshore hydrocarbon discoveries in many years. These discoveries have since proven to be substantially larger than any other resources previously explored in the East Mediterranean Sea. At the time of this writing, they consist primarily of natural gas, although liquids are expected to be discovered offshore as well, including in the potentially hydrocarbon-rich waters of Lebanon and Syria. A 2010 U.S. Geological Survey suggests the Levant basin--the area including Cyprus and Israel's offshore zones, and the offshore and some onshore territories of Syria, Lebanon and the Palestinian territories--could hold as much as 1.7 billion barrels of oil and up to 122 trillion cubic feet of natural gas, leaving as much as two-thirds of the region's potential resource base still undiscovered. ABOUT THE AUTHORS: LAURA EL-KATIRI is a London-based academic who formerly taught at the Department of Financial and Management Studies at the School of Oriental African Studies, University of London. Her primary research is in oil markets and energy policy, with special focus on the Middle East and North Africa. Ms. El-Katiri has published widely on issues including oil and devel-opment in the Arab world, natural resource wealth in resource-rich economies, domestic energy market and pricing reform, and energy poverty; she has followed the East Mediterranean region's energy development for many years. MOHAMMED EL-KATIRI is a Director of MENA Insight, a political risk consultancy that focuses on the Middle East and North Africa, and a Senior Research Analyst at the United Kingdom's (UK) Conflict Studies Research Centre (CSRC). Before joining CSRC, Dr. El-Katiri was a Research Fellow at the UK Defence Academy, and later served as a Political Risk Analyst at Eurasia Group and as a Senior Researcher at the Hague Institute for Global Justice. With more than 10 years of regional experience, Dr. El-Katiri focuses his research interests on political and economic security in North Africa and the Gulf Cooperation Council (GCC) states, as well as on North African relations with the European Union and security policies around the Mediterranean. Dr. El-Katiri has published numerous internal and external UK Defence Academy reports, including reference papers on national and regional security issues in the GCC and the Mediterranean, and a monograph on the Algerian national oil and gas company, Sonatrach. In addition, his publications include commentaries and research papers in a range of languages for research organizations in the UK and Europe, as well as various newspaper articles in and about the region. Dr. El-Katiri is a frequent media commentator, including for the British Broadcasting Company, the Financial Times, and Al-Jazeera.
