Arlen Leholm is Dean and Director of Cooperative Extension for the University of Wisconsin. Raymond Vlasin is University Distinguished Professor Emeritus for Michigan State University. He was also director of the Natural Resource Economics Division of Economic Research Service of the U.S. Department of Agriculture and a Staff Economist for the House Public Works Committee.
